City dominated the early exchanges, but it was Spurs that came closest to breaking the deadlock through Harry Kane but his free-kick came off the post.
But it was City that eventually broke the deadlock in the 23rd minute as Rodri converted from the penalty spot after Gundogan was fouled by Pierre-Emile Hojbjerg.
In the 50th minute Gundogan made it 2-0 after finishing off a pass following a mazy run from Raheem Sterling.
In the 66th minute City went 3-0 up as a long ball from Ederson perfectly picked out Gundogan in stride who then turned Davinson Sanchez inside out, before slotting past Hugo Lloris to make it 3-0.
